Heidi Geathers is an experienced IT leader with over 25 years in the technology field. She has been a part of the technology evolution, applying many principles she has learned over the years to technology initiatives today. Currently, Heidi is an executive leader within the Department of Revenue. She provides strategic leadership and oversight to the Information Services, Business and Financial Services, Human Resources, and Information Governance programs within the agency.

Heidi has leveraged her skills in both the private and public sectors to make a valued difference. She notes that the fundamental structures and cultures of business may be different, the need for technology to successfully execute the organizations mission and vision is the same. Heidi worked for two decades in the Banking world and began her public sector career as the CIO at the Liquor and Cannabis Board. During her tenure, she led the technology team in implementing solutions for the legalization of marijuana. She transitioned into the Deputy Director role at Watech for three years, offering services to state government agency’s that included on premise and cloud solutions, brokered services, security governance, and application development. Her current role encompasses all of the administrative services of the organization to continue to provide customer centric support, enhance partnerships with business operations, and grow the organizational strategies to effectively achieve the mission and vision of the Department of Revenue.

Ann Bruner is the CIO / Assistant Director of the Information Services Division for the Department of Licensing (DOL) and has been with DOL for 3 years. Ann has been in state government for 25 years and worked for Department Enterprise Services, Office of Financial Systems, Department of Social and Health Services, Employment Security Department and Retirement Systems. Ann has broad management experience that supports program/portfolio management, application development, infrastructure and service management. Her education includes a BS in Computer Information Systems, Minors in Business Administration and Accounting with focused studies in Psychology, Project Management Certification from the University of Washington, graduate of LeaderPath and obtained her Change Management Certification from PROSI.

Tony (Antonio) Alfonso is the Director of Computing and Communications at The Evergreen State College in Olympia, Washington. In this role, Tony is the chief information officer leading the central IT team responsible for networking, telecommunications, administrative technology, application support, academic technology and electronic maintenance and engineering. Formally trained in software engineering and leadership, Tony has applied those skills in developing custom enterprise-wide software systems and implementing off-the-shelf ERP?s. He has worked at Evergreen since 2002, when he was hired to implement Banner Finance. Tony has held several positions in higher education over the last 17 years, including Associate Director of Administrative Computing, Sr. Systems Analyst/Programmer, Accounting Manager, Business Analyst and Associate Controller/Bursar (at Florida Gulf Coast University).

Prior to higher ed, he was a financial analyst with the City of Miami Beach, FL for almost 10 years. Buried within this resume, Tony was also Vice President of a successful family business (Florida Burglar Alarms, Inc.), designing, implementing and maintaining residential and commercial electronic alarm and surveillance systems.

Tony earned his Master of Science in Computer Information Systems (MS-CIS) from Florida Gulf Coast University and a Bachelor of Business Administration (in Finance) from the University of Miami. His current research interests include organizational leadership, project management and software development, operations and quality assurance (DevOps). Tony likes to volunteer at several non-profit organizations, including the Latino Youth Summit, sits on several State of Washington IT advisory committees, and was the 2014 chair of the Washington Higher Education Technology Consortium (WHETC). In his free time, Tony enjoys spending time with his wife and son and doing do-it-yourself (a.k.a. tinkering) projects around the homestead.

Bryce Carlen is the Chief Information Officer for the Office of the Insurance Commissioner and is responsible for enterprise information technology and computing systems that support OIC’s regulation of the Insurance Industry in Washington.  Before joining OIC, he was the CIO for the Washington State Department of Commerce from 2015-2018. Prior to that, he held a variety of IT management positions in various other state agencies.  He holds a Bachelor’s degree from Colgate University and a JD from Seattle University.

Wendy Huff has been the Deputy CIO at the Department of Revenue since October 2015. Wendy has served the State of Washington for over 35 years, holding various IT management positions at the Department of Health, the Department of Social and Health Services, the Department of Natural Resources, the Department of Information Services, Consolidated Technology Services, and WaTech. She brings practical and executive leadership experience in infrastructure operations, application development, project and portfolio management, strategic planning, policy development, and enterprise service delivery.

Wendy is a member of the first IPMA LeaderPath program cohort, the Class of 2006, and now focuses much of her time and attention on identifying and developing future leaders.

Mary has more than 20 years’ experience supporting state agencies. She started providing computer and network support to a variety of state agencies in the 90’s. During this time she managed network projects for the Department of Services for the Blind (DSB) where she became interested in hardware/software accessibility. Mary continued to assist DSB with Assistive Technology projects – supporting both staff and client technology configurations and joined the agency in 1999.

Mary believes in continually expanding her technical knowledge and skills. She holds a Certificate of Proficiency in Data Entry, the Microsoft Certified Systems Engineer certification, the Western Washington University Center for Continuing Education in Rehabilitation Program Emerging Leaders Certification, and the University of Washington’s Project Management Certification.

Mary is a passionate advocate of accessibility for all computer users – helping those with visual, hearing, and physical impairments maintain employment. Mary is extremely excited to provide the IPMA with the “Small Agency” perspective towards Information Technology subjects. Chris is the Chief Information Officer for the Office of Financial Management. Prior to that position, Chris served 3 years as the Chief Information Officer for the Services and Enterprise Support Administration (SESA) and the Financial Services Administration (FSA) within the Department of Social & Health Services; serving as Director of the Technology Services Division. He also served 7 years as the Chief Information Officer for the Department of Retirement Systems. Chris’ career has spanned 28 years, all in the public sector, beginning as a software developer at Washington State University. Chris is a graduate of WSU with a Bachelor’s Degree in Mathematics and a minor in Computer Science. Chris holds a Project Management Certification from the University of Washington and is a graduate of the UW Executive Management Program.

Matt Modarelli is the Chief Information Officer (CIO) and the Director of the Information Technology Division for the Washington State Department of Transportation (WSDOT). The mission of the women and men of WSDOT’s information technology enterprise is to provide safe, reliable and cost-effective technology solutions that enable transportation options to improve communities and economic vitality for people and businesses. As CIO, Matt oversees and directs innovative and reliable telecommunications and cloud-based IT initiatives for nearly 7,000 employees operating and maintaining over 3,200 bridge structures, the largest ferry system in the nation, and multimodal transportation systems that provide more than 220 million passenger trips a year.

Prior to joining the WSDOT team, Matt was the CIO of the Washington Military Department and also served as the nation’s first state-level Cyber Security Manager for Emergency Management. He led enterprise technology initiatives for Emergency Management, the Washington Army and Air National Guard, the Washington Youth Academy, numerous headquarters support units, and training and maintenance facilities throughout the state. He also served as the state’s policy leader and strategist for preparing government and industry partners for significant cyber incidents impacting communities and critical infrastructure and he oversaw quality assurance for the state’s 911 systems. Prior to that, Matt served with the U.S. Air Force as an information systems officer and security leader (retired).

Matt is a member of the Governing Body for Seattle-Area CIOs, the board of directors for Washington State's Information Professionals Management Association, and serves on multiple regional IT executive committees, boards, and working groups. He is a graduate of the Virginia Military Institute (VMI) and holds Master’s Degrees in Operational Art and Design and Management Information Systems (MIS), is a Certified Information Systems Analyst, and a Certified Information Systems Security Professional (CISSP).

Mary Mueller serves as the Chief Information Officer (CIO) and Director of the Information Technology Services Division for the Washington State Liquor and Cannabis Board (WSLCB). Mary has served in IT leadership roles at WSLCB, the Employment Security Department and Consolidated Technology Services. She began her public sector career supporting the Chair of Senate Ways and Means before transitioning to constituent relations and business operations program management.

Jennifer McNamara is the Chief Information Officer for the Washington State Department of Health. She leads a staff of 180 professionals who provide reliable and secure IT services and solutions in support of public health.

Jennifer received her Project Management and Executive Management certificates at the University of Washington and is a certified Project Management Professional. Jennifer is a Harvard University National Preparedness Leadership Initiative fellow, skilled in crisis management and meta-leadership. She is also an Aspen Institute Justice and Society fellow, completing the Excellence in State Public Health Law Program in 2014.

Jennifer plays a key role in the Department of Health emergency preparedness and response, is trained in the National Incident Management System, and is an experienced Incident Commander and Liaison Officer.

Jennifer is a 38 year veteran of state government, formerly providing project and organizational leadership in the Washington State Department of Information Services and the Washington State Department of Transportation.

Vel Rajagopal is the Chief Information Officer for the Department of Commerce. He is responsible for aligning Information Technology to Business needs and managing the enterprise technology for Commerce. Some of his key focus areas are – maturing Commerce’s IT portfolio to maximize the business value for technology investments, build teams for now-into-the-future, and analytics to help Commerce be successful with Economic Growth in the State of Washington. Prior to his current role, he worked as a Deputy Chief Information Officer for the Department of licensing from 2015 through mid-2019, and as an Acting CIO for the latter part of 2019. He started as a Consultant with the State of Washington in the year 2000, and has worked in various capacities as a State employee since 2002. He holds a Masters in Computing Systems from the University of Washington, and an Engineering Degree from India.
