About Our Association
The IPMA is a not-for-profit organization registered as a 501(c)(6) Washington State Corporation. It has a total of 12 members on the Board of Directors, each serving a three-year term on a volunteer basis. There are no stockholders.
Our Board elects three corporate officers: a Board Chairman who also serves as the Corporation President, a Vice-Chairman, and a Secretary/Treasurer. Members of the Board of Directors do not receive any compensation for their services.
Our mission is to help maintain Washington State’s position as a nationally recognized, premier IT center. We accomplish this by continuing to advance the quality and professionalism of the state’s public sector and business IT community. We are dedicated to:

Executive Seminar
The Executive Seminar is an annual three-day event held in the fall, bringing together (by invitation) approximately 100 government IT executives and industry representatives to discuss topical issues.

Leaderpath
LeaderPath is a six-month leadership development program including a day-long orientation and learning session, nine days in the classroom studying and practicing the tenants of successful leadership, a team assignment for all participants to address a leadership challenge (almost like a case study) and a team presentation to a large audience of senior leaders at the culmination of the program.
Included in the program is a 360-degree assessment for each participant and a private coaching session centered on the feedback report from the 360-degree assessment. You can find LeadPath materials here (including the application form).

Chris Lamb is currently the Program Manager for the state’s Enterprise Cloud Computing Program with Washington Technology Solutions (WaTech). Chris’s career has spanned over 34 years in IT, including 16 years in CIO/IT Director roles for the Department of Retirement Systems, the Department of Social & Health Services, and the Office of Financial Management.
Chris is a graduate of Washington State University as well as the University of Washington Executive Management Program. Chris is an IDC© Certified Diversity Executive and holds certifications in Change Management from Prosci© and Project Management from the University of Washington.

Mary Craig has more than 20 years of experience supporting state agencies. She started providing computer and network support to a variety of state agencies in the 90’s. During this time, she managed network projects for the Department of Services for the Blind (DSB), where she became interested in hardware/software accessibility. Mary continued assisting DSB with Assistive Technology projects – supporting staff and client technology configurations – and joined the agency in 1999.
Mary believes in continually expanding her technical knowledge and skills. She holds a Certificate of Proficiency in Data Entry, the Microsoft Certified Systems Engineer certification, the Western Washington University Center for Continuing Education in Rehabilitation Program Emerging Leaders Certification, and the University of Washington’s Project Management Certification.
Mary passionately advocates accessibility for all computer users – helping those with visual, hearing, and physical impairments maintain employment. Mary is extremely excited to provide the IPMA with the “Small Agency” perspective towards Information Technology subjects. Susie Olsen (formerly Fry) is the Chief Information Officer at the Washington State Department of Agriculture. She has over 25 years of leadership experience in an IT organization, 10 of those years in the public sector with the Washington State Department of Labor & Industries and the Washington State Department of Agriculture. Prior to joining the public sector, Susie spent two years with Alaska Airlines and nearly 15 years with the Frank Russell Company.
Her experience in both the private and public sectors brings a unique perspective to her current role. Susie “grew up” in IT through the Service Desk, starting out as a junior Help Desk Analyst, which has provided a wide breadth of experience and valuable insight, especially in her most recent role as CIO. Lisa Horne currently serves as the Information Technology Services, Portfolio, and Planning Manager for the Department of Retirement Systems Information Services Division (ISD). In this role, Lisa leads the Information Technology Services (ITS) Team that supports the infrastructure, network, telecommunications, service desk, database administration, access control, batch processing, and software/hardware license management.
Along with IT policy, portfolio management, procurement, compliance, and audit, Lisa has worked for the state of Washington since October 2009. Before that, Lisa served in the private sector in various IT roles.
Lisa holds a bachelor’s degree in management information systems from Washington State University and a master’s in business administration from Saint Martin’s University. Lisa is an alumnus of the IPMA LeaderPath Program (2020 cohort) and has her Project Management Professional (PMP) Certification and ITIL 4 Certifications.

Morgan McLemore is the Geographic Information Systems (GIS) Manager and the Information Technology (IT) Business Analyst for the Washington State Department of Archaeology and Historic Preservation (DAHP), where she manages the agency's IT portfolio and enterprise-level geographic information system, which is responsible for distributing cultural resource data to thousands of public, tribal, local, state and federal stakeholders.
Morgan is committed to serving others, contributing to society, growing her expertise, and learning new skills. Morgan has a master’s degree in IT Management from Western Governors University, a graduate certificate from the University of Southern California in Geographic Information Systems and Technology, two bachelor’s degrees from Washington State University, a certificate in Project Management from the University of Washington, and PADI Dive Master.
She has worked for the State of Washington for twenty years (and DAHP since 2006) in various positions which has profoundly prepared her for serving on the IPMA Board. Morgan’s longevity and access to opportunity (through necessity by virtue working for a small agency) have helped Morgan develop a unique perspective and advocacy platform for small agency technology needs.
With limited funding and staff, DAHP taught Morgan to always look to technology to bridge the resource gap to meet its regulatory obligations and timeframes. This experience has skilled Morgan to quickly grasp the business needs of frontline workers, back-of-house systems, policy development, policy-level decision impacts, enterprise strategic alignment, and how beneficial it is to an organization and its stakeholders to leverage innovative, creative technology solutions to solve problems. Additionally, Morgan has prepared for serving on the IMPA Board and supporting Washington State’s enterprise IT initiatives through her continued participation in the WaTech Advisory Council (as one of two voted-in Chief Information Officer (CIO) representatives for Washington's small agency, boards, and commissions), Enterprise Strategic Goal Teams, WaTech Service Catalog Advisory Group, and by chairing the Small Agency Quarterly CIO Roundtable. In the recent past, Morgan was one of four small agency representatives on the Small Agency Advisory Group, which helped WaTech form its strategic outreach approach to the larger body of small agency CIOs. In these capacities, Morgan has further prepared for serving on the IMPA Board by being a candid spokesperson for the distinctive and challenging needs of the State's small agencies, boards, and commissions which has helped guide policy and strategic planning efforts at the enterprise level.

Matthew Oram graduated from Seattle University in 2006 with a degree in Philosophy. He worked eight years for an international online registration company, starting out as customer support, and continually took job growth opportunities and training until becoming a Sr. Operations Engineer running multiple teams, multiple data centers, and a portfolio that processed on average $5M in transactions daily.
Matt started working for Washington State in 2014 at the Department of Fish & Wildlife and was brought on to replace the aging licensing system. Through incident management of the 2017 WILD data breach and the successful launch of the licensing system, Matt was promoted to Deputy Chief Information Officer in March 2017. In July 2017, Matt became the Chief Information Officer for the Department of Fish and Wildlife.
Between April and August of 2021, Matt took a temporary leave from DFW to be the Acting Deputy Director of Technology and Operations at WaTech to help provide executive leadership while the state recruited a new State CIO.

Mark Quimby is the Deputy Director of Technology & Operations for Washington Technology Solutions (WaTech). Since 2014, he has held several leadership positions with WaTech, including Assistant Director for Network Services, Enterprise Data Network Manager, and Disaster Recovery Architect for the agency.
Governor Inslee appointed Mark Quimby as acting State CIO and Director for WaTech in March 2021 when James Weaver, who served as director since 2018, resigned. Mark led the agency through July 2021, driving the agency forward with a focus on continuous improvement.
Prior to his work at WaTech, Quimby worked at the Washington State Department of Corrections for 15 years, where he managed the agency’s technology and infrastructure.

Maribeth Sapinoso was appointed Assistant Director of Labor & Industries’ Administrative Services Division in June 2023. Before assuming this role, Maribeth was with the Employment Security Department from 2021-2023 as their Chief Information Officer for their Information Technology Services Division. Maribeth worked for the Department of Labor & Industries from 2018 to 2021 as their first Deputy CIO, primarily responsible for the daily operations of their IT division.
From 2011-2018, Maribeth worked with the Washington State Administrative Office of the Courts as an IT Program Manager, implementing a statewide Commercial off-the-shelf (COTS) case management system for the Washington State Superior Courts. Maribeth also worked with the Washington State Department of Transportation for approximately 15 years, holding various leadership and technical roles in Information Technology and Human Resources. Maribeth holds a bachelor’s degree in political science from San Diego State University and is certified as a Project Management Professional (PMP).

Kristy Schreiner currently serves as the Business Technology and Operations Section Manager for the Department of Ecology’s Information Technology Services Office (ITSO). Kristy has worked for the state of Washington since April 2012, shortly after she and her family moved to Washington. Prior to that, Kristy served in various roles in the private sector while her husband served in the US Navy.

George Williams is the Chief Information Officer (CIO) of the Washington State Liquor & Cannabis Board (WSLCB). He has over 28 years of IT leadership experience, over 25 years with the US Army, and over eight years in state service. He worked for the Dept of Natural Resources for five years in IT operations management and then moved to the WSLCB for the last three years, performing both IT operations management and now CIO roles.
